Climate vulnerability is defined as the propensity or predisposition to be adversely affected by climate change impacts. Vulnerability encompasses a variety of concepts and elements including sensitivity or susceptibility to harm and lack of capacity to cope and adapt (IPCC, SR1.5. Given the current situation of urban development in Latin America and the Caribbean, vulnerability assessments emerge as a necessity for climate change adaptation planning.
Vulnerability studies are necessary to identify current and potential hotspots, entry points for intervention and to track changes in vulnerability, adaptation monitoring and evaluation (GIZ, 2017).
